If you sell local marketing, never send a proposal without Local Service Ads in it.
Search "plumber near me" and look at what shows up before the first organic result. Sponsored plumbers with reviews and a call button. A text ad. Then the map pack.
Your prospect sees the same page. LSAs are the cheapest, fastest way to put them at the top of it.
They're also the easiest paid service an agency can add. Here's how we offer them, pitch them, price them and run them.
How should an agency sell Local Service Ads? Offer them to eligible local clients as a low-budget, pay-per-lead test with a hard monthly cap, pitched live on the discovery call. Skip the retainer, get into the Google Ads account, then build the client up to PPC.
Here's the short version:
- LSAs are Google's pay-per-lead ads, at the very top of local searches.
- They're the easiest add-on you'll sell: small budget, a hard monthly cap, and the client pays for leads, not clicks.
- Pitch them live on the discovery call, as part of the client's lead generation system.
- Don't charge a retainer for LSAs alone. Use them to get into the account, then build the client up to PPC.
- Set expectations up front: Google charges for leads, not customers. And someone has to answer the phone.

Why Every Local Agency Should Offer Local Service Ads
Most of your local prospects already struggle to pay $1,000 a month for SEO. Ask for a paid search retainer plus ad spend and the call is over.
LSAs get around that:
- Built for low budgets. Set a budget and Google never spends past the monthly max. Depending on the vertical, $500 to $1,000 a month can work.
- Pay for leads, not clicks. Easy for an owner to understand.
- Fast. They drive calls quickly. In a tough SEO niche, early leads buy you time while organic builds.
- Simple. You don't need to be a Google Ads wizard to get them working.
The real reason to offer them: they get you into the client's Google Ads account. That's where the bigger paid search work starts.
- ✓Low budgets$500 to $1,000 a month can work
- ✓Hard monthly capNever spends past the max
- ✓Pay for leadsEasy for an owner to understand
- ✓Gets you into Google AdsWhere the bigger work starts
Which Clients to Sell LSAs To
LSAs are only open to certain service categories. In the US that includes plumbers, HVAC, roofers, electricians, cleaners, movers, a long list of lawyers (personal injury, criminal, family, immigration and more), dentists, auto repair and restaurants.
The best fits are local businesses where one phone call is worth real money and the owner can pick up.
Check the category and area before you pitch. Eligibility varies by service and location.

| Good fit | Why |
|---|---|
| Home services | Plumbers, HVAC, roofers: cheap leads, urgent jobs |
| Legal | Personal injury, criminal, family, immigration: high case values |
| Health and auto | Dentists, chiropractors, auto repair |
| Not a fit yet | Category not eligible, or nobody answers the phone |
How LSAs Work: What to Explain to Your Client
You'll get the same four questions on every call. Here are the answers, straight from Google's help docs.
"Do I pay for clicks?"
No. They pay for valid leads. A lead is valid when:
- They answer a call, or call back and reach the customer.
- They miss a call during business hours and the caller stays on the line for more than 20 seconds.
- They get a text, email, voicemail or booking request.
Spam and duplicates aren't charged. Google credits low-quality leads automatically, usually within 30 days. It no longer credits leads for jobs or areas they don't serve, so get the service settings right.

| What happens | Charged? |
|---|---|
| You answer the call, or call back and reach them | ✓ |
| Missed call in business hours, caller stays on 20+ seconds | ✓ |
| Text, email, voicemail or booking request | ✓ |
| Spam or duplicate contact | ✕ |
| Low-quality lead found later | Credited, usually within 30 days |
| Job type or area you don’t serve | No longer credited |
"What if it spends too much?"
It can't. They set an average weekly budget, and Google never spends more than the monthly max: the weekly budget times the average number of weeks in a month.
Once the max is spent, the ads stop until next month. That cap is what makes LSAs an easy yes.
Google offers three bid modes, and recommends "Maximize leads" with a budget of at least 10 leads a week. Tell the client to give it about two weeks. That's how long Google says the bidding needs to learn.
Source: How bidding works for Local Services Ads, Google Local Services Help, checked Nov 6, 2026.
| Bid mode | Who sets the bid |
|---|---|
| Maximize leads (Google’s pick) | Google, for the most leads on the budget |
| Target cost per lead | Google, around your target |
| Max per lead | You, as a hard limit |
"What does a lead cost?"
It depends on the vertical and the competition. In our training, home services are where LSAs are cheapest. Think $10 to $40 a call for roofers, pressure washers and similar trades.
That's 10 more calls a month for about $400.
Personal injury is a different story. A real PI account we manage paid $171 per lead last month: $73,720 for 432 leads.
Same ad format. Very different auction. Never run LSAs in a vertical before? Ask peers in the niche, or check an LSA cost calculator for a starting number.
"How do I get to the top?"
The highest bid doesn't automatically win. Google ranks on the bid, how likely the business is to get the lead (including how fast it responds), and profile quality: rating, reviews, response time, photos and verification.
Google also says higher-quality profiles "may also pay lower costs per lead." Better profile, cheaper leads. That's work you get paid for.

How to Pitch Local Service Ads on the Sales Call
Start with the search results, live. Pull up the prospect's main keyword on the discovery call and walk them through everything above the organic listings.
Don't tell them SEO doesn't work. Tell them it's not enough on its own. More on running that call in how to sell SEO services.
Then say this:
"Some prospects want to call a provider directly from the search results. LSAs give eligible businesses another opportunity to be considered there."

Three Rules for the Rest of the Pitch
- Make it part of the system. Position LSAs inside their lead generation, next to local SEO and PPC. Not as a separate product.
- Sell the ongoing work. Eligibility, service-area setup, profile quality, lead review, responsiveness and optimization.
- Set expectations. Google charges for valid leads, not booked appointments or customers.
Ask Who Answers the Phone
LSA leads call the business directly. Someone has to pick up, and fast.
Missed calls count against the ranking, and a missed call that rings past 20 seconds during business hours still gets charged.
If the owner takes every call between jobs, fix intake before you launch.
Owner takes every call
- ✕Misses calls between jobs
- ✕Ranking drops
- ✕Pays for missed 20-second calls
Someone owns intake
- ✓Every call answered
- ✓Better ranking
- ✓Leads that turn into customers
When They Ask "Why Not Just Google Ads?"
LSAs charge per lead and Google picks the searches. PPC charges per click, targets exact keywords and needs a landing page.
LSAs are the one every local client should start with. PPC is the one you build them up to. In personal injury, a real PPC test needs $15,000 or more a month.
| Local Service Ads | PPC (Google Ads) | |
|---|---|---|
| You pay for | Valid leads | Clicks |
| Targeting | Service categories and areas | Exact keywords, with negatives |
| Control | Less. Google picks the searches | More |
| Landing page | None. The lead calls or messages direct | Needed |
| Complexity | Low | Higher |
| Budget | Low, with a monthly max | PI needs $15,000+ a month |
How to Package and Price LSAs
You don't have to charge a retainer for LSAs. With a spend cap as low as $500 a month, LSAs on their own are an easy yes. That gets you into the account.
We charge for PPC. How we price it, from flat fee to percentage of spend, is in SEO pricing models and how to build a PPC proposal.
| What you sell | Retainer? |
|---|---|
| LSAs on their own | No. A $500 cap is the easy yes |
| PPC | Yes. Flat fee, then % of spend |
| LSAs + PPC | One retainer for the paid search |
The LSA-First Offer Ladder
Sell LSAs first. Prove the leads. Then add the channel that needs a bigger budget.
- LSAs with a small cap. No retainer.
- PPC once the leads are coming in. Now you charge.
- Meta ads to build demand on top. More on that in how to generate leads with Meta ads.
Where LSAs Really Pay Off
Cross-platform. LSAs plus PPC raises the total spend. Add Facebook and it goes up again.
One client we just closed spends $15,000 a month on LSAs, $15,000 on PPC and $10,000 on Facebook.
That's $40,000 a month in media, and LSAs were the easy first yes.
How to Forecast LSAs in Your Proposal
Local Service Ads are a platform in the PPC Proposal Builder in Agency OS. Give them a monthly spend, a cost per lead and the client's close rate.
They go into the cost-per-customer forecast next to Google Ads.

The LSA Forecast Math
There's no landing page conversion rate for LSAs. The lead calls direct, so you work from cost per lead.
Here's the math on a $1,000 test at $40 a lead and a 25% close rate:
- $1,000 ÷ $40 = 25 leads
- 25 × 25% = 6.25 customers
- $1,000 ÷ 6.25 = $160 per customer
Against a $300 target, the LSAs pay until leads hit $75. That headroom is the slide that sells it.
What You Manage After They Sign
This is the ongoing work you sold. Here's the checklist.
- Eligibility and verification. License or registration, reviews, billing, and headshots for professional categories like lawyers.
- Service areas and job types. Tight settings, because Google won't credit leads outside them.
- Budget and bid mode. Start on Maximize leads and give it two weeks.
- Profile quality. Reviews, photos and the business bio.
- Lead review. Rate leads and watch the credits.
- Responsiveness. Missed calls and slow replies cost ranking.

Get Them Verified
You'll still hear the badge called Google Guaranteed or Google Screened. Google's help docs now call it Google Verified.
Businesses can run "pre-badge" ads after the preliminary checks, but Google ranks them below providers who have the badge. Finish onboarding fast.
One more thing to tell the client: billing runs through Google Ads. If that account gets suspended, the LSAs go down with it.

| Status | What it takes | Where it ranks |

How to Report LSAs and Keep the Client
Report the numbers the client understands: spend, leads and cost per lead. Then their close rate turns that into cost per customer.
In Agency OS the LSA report is already built after you win, next to the PPC numbers. Clients see it in their portal in real time. If it's blank, here's how to fix LSA data that isn't pulling.

Mistakes Agencies Make Selling LSAs
- ❌ Leaving LSAs out of a local proposal.
- ❌ Charging a retainer for a $500 LSA test.
- ❌ Selling LSAs as a separate product instead of part of the system.
- ❌ Promising customers. Google charges for leads, not jobs.
- ❌ Not asking who answers the phone.
- ❌ Judging it in week one. Give the bidding about two weeks.
- ❌ Assuming every vertical is cheap. PI leads run $171, not $40.

- ✕A retainer on a $500 test
- ✕Promising customers
- ✕Nobody answering

Selling Local Service Ads: FAQs
Should agencies offer Local Service Ads? Yes, if you serve local service businesses. LSAs need a small budget, come with a monthly cap and charge per lead, so they're the easiest paid service to add and they get you into the client's Google Ads account.
Should agencies charge a management fee for LSAs? You don't have to. A low-budget LSA campaign with no retainer is an easy yes. Charge for PPC, and use LSAs to raise the client's total spend.
How do you pitch Local Service Ads to a client? Pull up their main keyword live on the call, show what sits above the organic results, and position LSAs as part of their lead generation next to local SEO and PPC. Set expectations: Google charges for leads, not customers.
How much do Local Service Ads cost the client? It depends on the vertical and the area. Home services often run $10 to $40 a call. Personal injury costs far more: one PI account we manage pays $171 a lead. The client sets a weekly budget, and Google never spends more than the monthly max.
What's the difference between LSAs and PPC? LSAs charge per lead and target service categories. PPC charges per click and targets exact keywords, with far more control. LSAs are simpler and cheaper to start. PPC scales further.
How do agencies manage Local Service Ads for multiple clients? Link each client's LSA account to your Google Ads manager account. Google sets up LSA manager access in Google Ads, not inside Local Services Ads, and the link is required for consolidated monthly billing. On the client's account, "Standard" access lets you reply to leads and edit bidding and budget. "Administrative" also lets you manage users.
Who controls billing for the client's LSAs? Billing runs through Google Ads, and access to it is controlled separately in the Google payments profile. Without access there, you only see limited billing information.
What does Google check before a client's LSAs go live? It depends on the category and country. Checks can include license, insurance and background checks, and some categories need advanced verification, which may include video interviews.
Is it Google Guaranteed or Google Verified? Same badge, newer name. Google's help docs now call it Google Verified.
